Now more than ever, cities need funding to protect growing populations and to prepare for natural and man-made disasters, since federal and state assistance may be late in coming. Freeman has been successful in getting Utility User Taxes (UUTs) passed to protect public safety, saving local policing and fire protection with minimal pain to taxpayers.
